Call to action on AIM Act cold storage timelines

Nov, 2025: NAPSO has prepared a customizable letter template that potato and onion growers, storage operators, and allied industry partners in the United States can use to contact their state legislators regarding implementation of the federal American Innovation and Manufacturing (AIM) Act refrigerant rules.

The draft letter focuses on Section 40 CFR §84.54(c)(9), which will restrict the use of higher-GWP hydrofluorocarbon (HFC) refrigerants in cold storage warehouse systems from 1 January 2026. It asks state legislators to keep state-level policy aligned with the federal AIM Act timelines and to support a minimum 12-month extension of the effective date for cold storage systems, in order to allow:

  • Manufacturers to complete and validate new low-GWP / A2L system designs.
  • Storage operators to schedule upgrades during planned maintenance instead of emergency retrofits.
